Orange County, CA Elections Releases 2021 Voting Rights Act Compliance Report

Agency releases biennial report detailing extensive and on-going Voting Rights Act compliance programs covering 2010 - 2020

SANTA ANA, CA – October 12, 2021 – The Orange County Registrar of Voters released their 2021 biennial Voting Rights Act Compliance and Bilingual Outreach report today. 

The report presents a thorough picture of the Registrar of Voters' Community Outreach Program, including their compliance with the federal Voting Rights Act as well as California's voting rights laws.  A unique report among election officials, this 2021 Voting Rights Act Compliance report focuses on progress made since we published our first report in 2010. The report is designed for any citizen or group interested in outreach efforts in Orange County elections. 

The Registrar of Voters details the federal requirements, provides insight into the Department’s approach to meeting statutory requirements and provides profiles of Orange County´s diverse communities. As a result of the delay of 2020 Census data, the data analyzed in this report is compiled from the 2019 American Community Survey instead. With the recent release of 2020 Census further data analysis will be released in early 2022.

This year's report includes significant changes because of Orange County’s transition to Vote Centers in 2020 and the modified operations due to COVID-19 health and safety guidelines. The report also features individual members of the community to share their stories of how the Voting Rights Act and the Registrar of Voters' services have benefited their voting experiences.

The Registrar of Voters has made significant efforts in 2019 and 2020 by increasing its community outreach through voting outreach events, Vote Center community workshops and public meetings to reach thousands of voters in advance of the 2020 Presidential Election Cycle and subsequent 2021 elections. In addition to providing outreach, the Registrar of Voters is a nationally recognized, innovative leader in quality translated election materials and language assistance through a variety of methods to comply with both the federal and state voting rights laws.
