CA Secretary of State Approves Orange County’s Election Administration Plan (EAP) 2026-2029

Orange County’s final Election Administration Plan 2026-2029 is posted on the Registrar of Voters’ website

SANTA ANA, CA – December 4, 2025 –The California Secretary of State today (Dec. 4) notified the Registrar of Voters that it had approved Orange County’s Election Administration Plan (EAP) 2026–2029.

The Registrar of Voters published the final EAP on its website at ocvote.gov/EAP.
 

The EAP is the guiding document for how voting in elections is administered under the Voter’s Choice Act (VCA). The Voter’s Choice Act mandates a review of the County’s Election Administration Plan in 2025 and submission of any Plan amendments to the California Secretary of State for approval no later than February 2, 2026. It addresses the Registrar of Voters’ voter education and outreach program, operation of Vote Centers and Ballot Drop Boxes, provision of language and accessibility services, security measures, and contingency plans.
Beginning in June 2025, members of the public provided feedback on these topics. The Registrar of Voters offered multiple ways to capture public feedback, including online feedback options, small-group community meetings, and community workshops.

In addition to public input the following factors were considered when drafting the EAP:

  • Laws – maintaining full compliance with federal, state, and local laws.
  • Budget – ensuring responsible stewardship of public funds.
  • Best Practices – following effective procedures and innovations.
  • Data – making data-driven decisions based on trends and analysis.

The Registrar of Voters submitted the EAP to the Secretary of State for its 14-day review and approval on November 25.

The final Election Administration Plan 2026-2029 is available in English and in translated versions in Chinese, Farsi (Persian), Gujarati, Hindi, Japanese, Korean, Spanish, Tagalog, and Vietnamese, in accordance with federal and state law at ocvote.gov/eap-resources.
