The Registrar of Voters posted the results from 999,615 ballots cast in the 2025 Statewide Special Election at 5 p.m. on, Wednesday, Nov. 19.  

The only ballots that could still be added to the results before the election is certified on Dec. 2 are Vote-By-Mail ballots that were challenged for a missing signature or a signature that did not compare to the voter's signatures in their registration file. 

Each of these 12,800 estimated ballots will remain sealed in their envelopes until a voter successfully cures the signature challenge. 

Voters notified that their Vote-By-Mail ballot envelope was missing a signature or that the signature on the envelope was significantly different than the signatures in their registration file will have until 5 p.m. on Sunday, Nov. 30 to deliver a cure statement to the Registrar of Voters. 

Senate Bill 280 set this cure deadline and prohibited the Registrar of Voters from certifying Orange County’s election results before Tuesday, Dec. 2. 

Updates to the unofficial election results will be posted at ocvote.gov/results at 5 p.m. today (Nov. 20); tomorrow (Nov. 21); Tuesday, Nov. 25; and Tuesday, Dec. 2 when the election is certified. The results reporting schedule is posted at ocvote.gov/schedule.  

After each update to the unofficial results is posted, the Registrar of Voters posts an updated ‘What’s Left to Process’ report at ocvote.gov/left.

During the Official Election Canvass, the Registrar of Voters finishes processing all Vote-By-Mail and Provisional ballots. 

We also conduct several tests and audits and account for the equipment and materials used in the election. Senate Bill 280 prohibits the Registrar of Voters from certifying Orange County’s election results before Tuesday, Dec. 2. 

In addition to processing ballots, our canvass tasks include: 

  • Inspect all materials and supplies returned from 66 Vote Centers. 
  • Confirm that all vDrives (also known as USB or thumb drives) from the ballot scanners assigned to our Vote Centers have been read and the votes on them added to the results, and that all ballots cast at the Vote Centers are accounted for in the tally.  
  • Process test ballots through all ballot scanners used in the election to ensure they still accurately count votes on the ballots. 
  • Verify that the State-certified voting system software has not been modified during the election.
  • Duplicate any damaged and improperly marked ballots. 
  • Inspect every opened ballot return envelope to ensure all ballots were removed and processed for counting. 
  • Hand count all of the ballots from precincts randomly selected for the One Percent Manual Tally audit.

The Registrar of Voters team has completed processing nearly 5,800 provisional ballots for the 2025 Statewide Special Election 

These include ballots from voters who registered to vote after Oct. 20 or who registered and voted the same day at a Vote Center from Oct. 25 to Nov. 4.  

Among the additional reasons voters may have to vote provisionally are: 

  • Their name could not be found on the voter roster 
  • They provided an updated address that could not be found 
  • The roster shows they already voted in the election 

All provisional ballots stay sealed in a red envelope until the Registrar of Voters team investigates whether the voter is eligible to vote in Orange County and hasn’t already voted in this election.  

Additionally, before counting a provisional ballot, staff will verify and confirm that all required information was provided. In this election, 4,783 provisional ballots were accepted and counted.

Registrar of Voters staff members continue to process letters from voters trying to cure a signature challenge to their 2025 Statewide Special Election Vote-By-Mail ballot so that their vote on Proposition 50 can be counted. 

Every signature on a returned ballot envelope is carefully reviewed and compared to the voter’s registration signature. 

If the voter forgot to sign the ballot envelope or three Registrar of Voters staff members determine the signatures do not compare, we contact the voter via first class mail to give the voter an opportunity to cure the signature challenge. We also email or call voters who provided that contact information when registering.  

When voters return cure letters, the letters are first scanned to allow the signature on the letters to be easily compared to the voters’ registration signatures. If the signature on the letter contains similar characteristics to the voter’s registration signature, the ballot will be processed and counted. The accepted cure signature will also be uploaded to the voter’s registration file to be used for signature comparisons in future elections. 

If three Registrar of Voters staff members find a letter signature possesses multiple, significant, and obvious differing characteristics when compared to the voter’s registration signatures, that ballot will remain sealed in its envelope and will not be counted. 

In this election, 16,531 ballots have been signature challenged and 3,455 of those challenged ballots have been successfully cured by the voters through Wednesday, Nov. 19. 

Each ballot processing step is vital to help ensure that every eligible vote for the 2025 Statewide Special Election is counted accurately and securely. 

If you received a letter because you forgot to sign your ballot envelope, or the signature on your ballot envelope did not compare to any of your registration signatures on file, you can correct the issue by signing the letter mailed to you and returning it to our office by mail, in person, email, fax, or mobile device.

To ensure your cure letter is processed, the Registrar of Voters must receive your cure letter by 5 p.m. on Sunday, Nov. 30.

Before Orange County’s results of the 2025 Statewide Special Election results can be certified on Dec. 2, the Registrar of Voters audited the vote count and tested the voting system equipment and software to ensure the accuracy of the results. 

1% Manual Tally 

On Nov. 6, one percent of all precincts in the county were randomly selected using a 10-sided die. Visit ocvote.gov/observe to view a video of the random selection. 

All ballots within the 23 randomly selected precincts were manually tallied by 14 four-person teams on Nov. 14 and six four-person teams on Nov. 18, and then compared with the voting system results.

Of the ballots audited in the 1% tally: 

  • 9,329 were Vote-By-Mail 
  • 1,159 were Vote Center/In-Person

Logic & Accuracy Test 

On Monday, Nov. 17 the Registrar of Voters completed a Logic & Accuracy test on the 156 ballot scanners used to tabulate ballots in this election to confirm they still count the test ballot votes accurately. The same Logic & Accuracy test was also performed on every scanner before they were used in this election.
