Election Results Certified
The results for the Orange County 2025 Statewide Special Election were certified today (Tuesday, Dec. 2). The final official results can be viewed on the County’s Registrar of Voters website at ocvote.gov/results.
Voter turnout in Orange County for this election was 52.3%.
Of the 999,918 ballots cast by voters and counted, 88.2% of voters cast a Vote-By-Mail ballot and 11.8% cast an in-person ballot at one of 66 Vote Centers throughout the county.
While half of Vote Centers were open for 11 days and all Vote Centers for four days, 64.7% of in-person voters waited to cast their ballot on Election Day, Nov. 4.
For those voters who cast a Vote-By-Mail ballot, 72.2% cast their ballot before Election Day and 27.8% returned their ballot on Election Day.

Election Accuracy Verified
Before Orange County’s results of the 2025 Statewide Special Election results were certified, the Registrar of Voters audited the vote count and tested the voting system equipment and software to ensure the accuracy of the results.
1% Manual Tally
One percent of all precincts in the county were randomly selected using a 10-sided die.
About 10,500 ballots within the 23 randomly selected precincts were manually tallied by 14 four-person teams on Nov. 14 and six four-person teams on Nov. 18, and then compared with the voting system results.

Logic & Accuracy Test
The Registrar of Voters completed a Logic & Accuracy test on the 156 ballot scanners used to tabulate ballots in this election to confirm they still counted the test ballot votes accurately. The same Logic & Accuracy test was also performed on every scanner before they were used in this election.
The voting system software was also tested before and after Election Day to ensure it had not been modified. |

The Registrar of Voters team thanks the about 700 community members who joined us for this election as extra help employees at our 66 Vote Centers, in the field, and in our office.
We also appreciate the 278 employees from 19 different County agencies who made sure our Ballot Drop Boxes were locked when polls closed.
We also extend our gratitude to our community partners, whose dedication to educating citizens about how to vote and supporting the overall elections process was instrumental to our success.
Finally, we want to recognize all of our operational and administrative Registrar of Voters staff, who worked behind the scenes to keep the election running smoothly.
Together, we helped about 1 million people in the county successfully exercise their right to vote in an accessible, fair, accurate, secure, and transparent election.
Our election team helped their neighbors vote at our Voter Centers; ensured that all Vote-By-Mail ballots were processed correctly; made certain that all voting equipment was functional, accurate and properly delivered; and manually examined and tallied randomly selected ballots as part of an audit of the results.

Confirm Your Ballot Was Counted
The Registrar of Voters processed all the ballots we received during the 2025 Statewide Special Election. This includes all Vote-By-Mail ballots and provisional ballots.
All ballots are tracked, whether they were Vote-By-Mail ballots returned by mail, at a ballot drop box or at a Vote Center, or cast in-person at a Vote Center.
It’s easy to confirm if we received and counted your ballot. Visit ocvote.gov/track to check on your Vote-By-Mail ballot. While there, you can sign up to receive updates regarding the status of your ballot for future elections via text message or email.
You’ll then receive alerts when your ballot is mailed for the next election. Plus, alerts will be sent when your ballot is received and counted by the Registrar of Voters.

Your Voice for Voter’s Choice
The Registrar of Voters last week (Nov. 25) submitted Orange County’s Adopted Election Administration Plan (EAP) 2026-2029 to the Secretary of State for approval.
Thank you to all community members who provided feedback on the EAP. The close of the public comment period on Nov. 13 marked the end of the third phase of public input about how the Registrar of Voters might improve access to voting in Orange County.
The Registrar of Voters team considered all community feedback provided during the EAP update process. The EAP submitted for Secretary of State review is available in English and in translated versions in Chinese, Farsi (Persian), Gujarati, Hindi, Japanese, Korean, Spanish, Tagalog, and Vietnamese, in accordance with federal and state law at ocvote.gov/eap-resources.
The plan was created using public comment and feedback gathered beginning in June 2025, as well as federal and state law, election data collected since 2020, best practices in election administration and the County budget. Areas covered in the EAP include:
1. Voter education and outreach
2. Vote Center and ballot drop box operations
3. Accessibility and langugage services
4. Election security and contingency planning |
