Countdown to Early Voting
Voting for the November 4, 2025, Statewide Special Election will open in four days!
The U.S. Postal Services will pick up about 1.9 million ballots and Voter Information Guides on Saturday, October 4, 2025 for the November 4, 2025 Statewide Special Election, marking the start of the voting period.
As a state-certified ballot printer, the Registrar of Voters started to print the ballots on September 11, 2025. And, our team has been inserting the ballots, instructions, and guides into envelopes since September 15, 2025.
Any voter who does not want to wait for a ballot to be delivered by the U.S. Postal Service, can visit the Registrar of Voters in Santa Ana on October 6 to receive and vote a ballot. Our office is at 1300 S. Grand Ave., Building C, at the corner of Grand Avenue & McFadden Avenue.
Make sure to check your registration status and visit ocvote.gov/registration to make any necessary updates before October 20.

Ensuring Voters Receive One Ballot
A team of Orange County Registrar of Voters staff feeds every ballot for the 2025 Statewide Special Election through high-speed mail sorting equipment utilizing a secure database to confirm that only one Vote-By-Mail ballot will be mailed to each registered voter.
About 1.9 million ballots are being prepared to mail to voters starting Saturday, October 4, 2025.
The mail sorters scan the barcode on each ballot envelope to verify that a ballot has not already been issued to the voter. A sorter can scan up to 750 envelopes per minute.
There is nothing on the ballot envelope that indicates the political party preference of the voter. The barcodes on the envelope simply identify each voter’s issued ballot and contain United States Postal Service mailing data.
If a voter requests a replacement Vote-By-Mail ballot or requests an in-person ballot at a Vote Center after the original ballot is mailed, the Registrar of Voters will only count the first voted ballot received from the voter.
If you receive a ballot for someone who no longer lives at your address, please write "Not at this address" on the envelope and give it back to the USPS. When the Registrar of Voters receives an undeliverable ballot back from the USPS, we inactivate the voter's registration.
You may also report receiving another voter's ballot on our website at ocvote.gov/registration by clicking on the "Make Registration Changes" button and then selecting “Notify us about voters not living at your address” on the next page.

How to Complete Your Ballot
To ensure your Vote-By-Mail ballot is counted, here are some helpful tips when filling it out:
- Use black ink when filling out your ballot.
- Check your ballot for any damage, tears, or unclear marks.
- Remember to sign the envelope before you mail your ballot or drop it off.
- Mail ballots must be postmarked by November 4, so submit your ballot on or before that date.
You have four easy and secure ways to cast your ballot:
- Place your ballot into any ballot drop box
- Use the U.S. Postal Service to return your ballot
- Drop your ballot off at any Vote Center
- Visit a Vote Center to vote an in-person ballot

Ballot Tracking Service
You can track the status of your Vote-By-Mail ballot with OC Ballot Express.
Sign up at ocvote.gov/track to receive text or email notifications about your ballot status, which include:
- Ballot Received by Registrar of Voters
- Ballot Accepted for Counting
You can also use OC Ballot Express to look up the status of your ballot yourself.
On our website, you will be asked to confirm your identity before you can sign up for notifications or check the status of your Vote-By-Mail ballot.

Note: If you cast your Vote-By-Mail ballot on Election Day, it could take two to three days for you to be notified that your ballot was received by the Registrar of Voters given the large number of ballots returned that day. Vote early for a quicker notification and to ensure your ballot is included in the Election Night results. |

Ballot Drop Boxes to Open
On October 6, two-person teams of Registrar of Voters employees will inspect and unlock 124 ballot drop boxes throughout Orange County for use in the 2025 Statewide Special Election. Three additional ballot drop off locations staffed with employees will also be available during business hours.
The ballot drop boxes are one of four safe and secure ways Orange County voters can cast their ballot. They:
- Are installed in locations with high visibility.
- Constructed with reinforced steel walls.
- Weigh more than 1,000 pounds.
- Are bolted into concrete.
- Contain a fire suppression device.
Only teams of two election workers can collect the voted ballots from the drop boxes, following strict chain of custody procedures. The Registrar of Voters tracks the GPS location of ballot collection teams always and stays in radio contact with them while they are completing their routes.
