Voting for the November 4, 2025, Statewide Special Election will open in six days! 

A Vote-By-Mail ballot will be mailed to all Orange County voters starting on Monday, October 6, marking the start of the voting period.  

The Registrar of Voters is inserting about 1.9 million Vote-By-Mail ballots, instructions, and County Voter Information Guides for this election for mailing.  

The use of checklists and procedures ensure that quality assurance is maintained through every step of the process. 

The team checks every 100th ballot to ensure the correct ballot is being mailed to the voter, all inserts are present, and the print quality is good. The barcode on every ballot envelope is also scanned to prevent any voter from getting more than one ballot.

Thank you to the about 90 community members who attended the public hearing on September 25 at Irvine City Hall to provide feedback on the draft Election Administration Plan (EAP) 2026-2029, including: 

  • Voter education and outreach 
  • Vote Center and ballot drop box operations 
  • Accessibility and language services 
  • Election security and contingency planning 

This completes the second phase of public input about how the Registrar of Voters might improve access to voting in Orange County. 

The Registrar of Voters team will now consider all of the community feedback provided at the public hearing and online during the 21 days leading up to the public hearing. 

A revised draft of the EAP 2026-2029 will then be posted online for at least 14 days of public review and feedback at ocvote.gov/EAP. 

We hope that those who attended the public hearing gained a better understanding of Orange County elections.

Do you wonder how political campaigns find you to send you mail, emails, and text messages? 

The Registrar of Voters must comply with California law, which designates voter registration information as confidential public records that can be accessed for limited purposes. 

If an applicant requests voter data for one of the following allowable uses, state law provides that the Registrar of Voters shall provide the voter data: 

  • Election and Political 
  • Scholarly 
  • Journalistic 
  • Governmental 
  • Record Review 

Prohibited uses of voter registration information include: 

  • The harassment of any voter or voter’s household 
  • The advertising, solicitation, sale, or marketing of products or services to any voter or voter’s household 

A voter’s California driver’s license number, California identification card number, social security number, language preference, and signature are always confidential and shall not be disclosed to any person.

If you are not going to be in Orange County during the time of the 2025 Statewide Special Election but still would like to vote in Orange County, you can update your mailing address by calling our office at (714) 567-7600. The deadline to update your address is Monday, October 20. 

Please note that Vote-By-Mail ballots can only be mailed to temporary addresses within the United States.

After completing your Vote-By-Mail ballot, you can put it in any U.S. Postal Service mailbox. If it is postmarked on or before November 4, it will be eligible to be counted for this election. 

If you are in California but outside of Orange County, you can drop off your Vote-By-Mail ballot at any Ballot Drop Box or Vote Center by 8 p.m. on Election Day. Your ballot will be mailed to the county identified on the return envelope.

High School Voter Education Weeks Recap

Friday, September 26 marked the end of High School Voter Education Weeks - a two-week, Secretary of State-sponsored initiative to conduct outreach to high school students to prepare them to vote and increase civic awareness. 

During the two-week period, the Registrar of Voters Outreach team presented to students in 38 classrooms across several high schools. They also set up registration drives during lunch periods at several high schools. 

At these events, there were 59 students that either pre-registered or registered to vote at ocvote.gov/register. 

The Registrar of Voters extends its gratitude to Orange County high schools and library staff for their collaboration.
