Countdown to Early Voting
Voting for the November 4, 2025, Statewide Special Election will open in 13 days!
A Vote-By-Mail ballot will be mailed to all Orange County voters starting on Monday, October 6, marking the start of the voting period.
On that same day, 124 additional three ballot drop off locations will be available during business hours. For locations, visit our website at ocvote.gov/voting.
Any voter who does not want to wait for a ballot to be delivered by the U.S. Postal Service, can visit the Registrar of Voters in Santa Ana on October 6 to receive and vote a ballot. Our office is at 1300 S. Grand Ave., Building C, at the corner of Grand Avenue & McFadden Avenue.
Make sure to check your registration status and visit ocvote.gov/registration to make any necessary updates before October 20.

New Law: Cures and Certification
The first day all California county elections officials can certify their county results of the 2025 Statewide Special Election is Tuesday, December 2, 2025.
Urgency legislation, Senate Bill 280 (Cervantes), called this election and established the procedures for conducting it. The bill was approved by the Legislature and signed by Governor Newsom on Thursday, August 21 – only 75 days before Election Day.
The bill contained two key provisions for the canvass of this election:
- All voters whose Vote-By-Mail ballot has been challenged for a signature issue, will have until 5 p.m. on Sunday, November 30 to submit a signature cure statement.
- As a result of the above cure deadline, county elections officials are prohibited from certifying the results of this election before Tuesday, December 2.
SB 280 also authorized the State to reimburse counties for the cost of this election. Orange County Registrar of Voters estimated its election costs would be $15.4 million. |

Ballots Issued to Military and Overseas Voters
The Registrar of Voters issued ballots to U.S. military or overseas voters by Saturday, September 20.
About 8,750 voters received an email containing a link to access their ballot electronically. About 1,400 ballots were mailed to military and overseas voters. Eight voters received their ballot by fax.
To make sure your voted ballot has enough time to arrive to your county elections official, we recommend you send it back by:
- On a ship at sea September 30, 2025
- Outside the U.S. October 5, 2025
- Stateside October 24, 2025
Alert: The U.S. Department of Defense's Federal Voting Assistance Program will no longer provide toll-free fax service to military and overseas voters as a method of casting a ballot. If you wish to return your voted ballot by fax, you must send it directly to the Registrar of Voters using a fax service.

Use Your Voice for Voter’s Choice
The Registrar of Voters wants Orange County voters to tell us at a public hearing Thursday, September 25, what they think about how we conduct elections and how we might improve access to voting.
The public hearing starts at 6 p.m. in the City Council Chamber at Irvine City Hall, 1 Civic Center Plaza.
After two months of public engagement during community workshops and meetings with community groups, a draft of our Election Administration Plan (EAP) was posted for public review and comment on our website at ocvote.gov/EAP.
The EAP addresses voter education and outreach, Vote Center and ballot drop box operations, accessibility and language services, election security, and contingency planning.
The draft EAP 2026-2029 is available in English and in translated versions in Chinese, Farsi (Persian), Gujarati, Hindi, Japanese, Korean, Spanish, Tagalog, and Vietnamese, in accordance with federal and state law.
Comments on the EAP may be submitted until the close of the public hearing:

- in person at the public hearing
