Voting for the November 4, 2025, Statewide Special Election will open in 25 days!
A Vote-By-Mail ballot will be mailed to all Orange County voters starting on Monday, October 6, marking the start of the voting period.
The County Voter Information Guide will be mailed in the same envelope as the ballot for this election. Your County Guide provides trusted election information, explaining how, when, and where to vote in the 2025 Statewide Special Election.
All information about Proposition 50 will be found in the State Voter Information Guide that will be mailed separately.
Make sure to check your registration status and visit ocvote.gov/registration to make any necessary updates before October 20.

Observation Calendar Published
The public is invited to observe as the Orange County Registrar of Voters conducts the November 4, 2025 Statewide Special Election.
All ballot processing, counting, testing and audits will take place at the Orange County Registrar of Voters' office, 1300 S. Grand Ave. Santa Ana, CA 92705.
Observers are also welcome to visit Vote Center and ballot drop box locations throughout the county to observe daily operations.

What to Expect On Your Ballot
Vote-By-Mail ballots for the 2025 Statewide Special Election will be mailed to all registered voters beginning on October 6. Please allow time for mail delivery.
In this election, you will be able to vote “Yes” or “No” on California Proposition 50, which asks whether a Legislature proposed map of U.S. House of Representatives districts should be used in the statewide elections in 2026, 2028, and 2030.
Information about Proposition 50 will be printed in the State Voter Information Guide and can be found on the Secretary of State’s website at www.sos.ca.gov/elections/upcoming-elections/statewide-special-nov-4-2025.
There will be no local contests on your ballot. |

Maintaining an Accurate Voter Roll
Voter registration records are updated daily based on information provided by voters and official government sources. These updates include new registrations, changes of address, selections of a political party preference, requests for election materials in a language other than English, and notifications that a voter has died.
The Orange County Registrar of Voters also regularly compares the information on the voter rolls to databases kept by third parties such as consumer credit reporting agencies, review voter registration files for potentially duplicate records, and encourage voters to re-register when we notice a change in their signatures.
These updates added up to more than 974,000 registration changes in 2024 in Orange County – an average of more than 81,000 transactions each month. Also, following the 2024 Presidential General Election, the registration of more than 176,000 inactive voters were cancelled. These voters were made inactive and sent a notice to update their registration prior to the 2022 General Election and did not respond or vote since.

Use Your Voice for Voter's Choice
The Registrar of Voters wants Orange County voters to tell us what they think about how we conduct elections and how we might improve access to voting.
After two months of public engagement during community workshops and meetings with community groups, a draft of our Election Administration Plan (EAP) has been posted for public review and comment on our website at ocvote.gov/EAP.
The EAP addresses voter education and outreach, Vote Center and ballot drop box operations, accessibility and language services, election security, and contingency planning.
The draft EAP 2026-2029 is available in English and in translated versions in Chinese, Farsi (Persian), Gujarati, Hindi, Japanese, Korean, Spanish, Tagalog, and Vietnamese, in accordance with federal and state law.
Comments on the EAP may be submitted until the close of a September 25 public hearing:
- by mail sent to P.O. Box 11298, Santa Ana, CA 92711-1298
- in person at the public hearing at 6 p.m. on September 25 at Irvine City Hall
