The U.S. Postal Service picked up more than 1.7 million ballots for Orange County’s registered voters on Saturday. And, we dropped off another 114,000 on Monday and Tuesday.

You should receive your Vote-by-Mail ballot within the next several days, if you haven't already.

When you do, you can mark your ballot, then follow the instructions on the official envelope to sign and seal your ballot in the postage-paid envelope provided.

Yesterday, October 7, Registrar of Voters employees went in two-person teams to inspect and unlock 123 Ballot Drop Boxes throughout the county for use in the 2024 Presidential General Election.

Teams will now regularly retrieve ballots from the Ballot Drop Boxes, with increasing frequency as Election Day approaches.

Starting October 26, teams will also collect ballots from Vote Centers. Ballots are brought to the Orange County Registrar of Voters main facility for secure processing.

When the Registrar of Voters collects voted ballots, we use teams of two staff members to transport the ballots and record chain of custody at each step in the process.

For Vote-by-Mail ballots dropped off at a Vote Center, the staff records how many they received that day and the number on the seal they use to secure the ballot bag. That seal number is checked and re-recorded by the two-person team in the field that receives ballots from several Vote Centers in the same area. And, the seal number is checked again when the bag arrives at the Registrar of Voters and the number of Vote-by-Mail ballots in the bag is confirmed.

For ballots placed in our Ballot Drop Boxes, the two-person collection teams are issued a new randomized route each day. We can communicate with them by cell phone and 800 MHz radio. We also track their GPS location throughout the day.

When they arrive at an assigned Ballot Drop Box on their route, the team must take and submit several photos using their cell phone, showing that:

  • all of the ballots have been removed from the drop box
  • the fire suppression device is intact
  • that the door to the drop box is locked and sealed
  • that they have the key to the drop box when they return to their vehicle

Only once their photos have been reviewed do we give them permission to proceed to the next drop box on their route. During the 2024 Presidential Primary Election, the ballot collection teams submitted nearly 12,000 photos.

The team also records the number on the security seal that they use to secure the closure of the ballot bag. That seal number is confirmed at the Registrar of Voters before the ballot bag is opened and the ballots are removed for processing.
